The Auckland Area Health Board has been stripped of its power after failing to get its financial affairs in order. Helen Clark, Health Minister, made an announcement to the Board that a commissioner is to take over responsibilities for operations. Ms Clark speaks about how the situation only applies to the Auckland Area Health Board. Harold Titter, who has taken over the Board's finances, speaks about the assignment before him. Sir Frank Rutter, former chairman, expresses shock over the situation.
