The weekend of the 20th June 1981 saw the Hoani Waititi become hosts to the
Justice Department were the "Penal Policy Review Committee" ..... this committee
was set up at the beginning of the year to look at the "penal policy" in New
Zealand for the next 20 or so years in areas where it can be reformed.

The eight member main committee chaired by Mr Justice Casey of Christchurch
has two Māori members. Many sections of Māori are concerned at the number of
Māori in prisons, 30% are male, 50% are female says the report.

At the hui twenty submissions were presented by Dr.Peter Sharples on behalf of
the Hoani Waititi Marae committee.
