Checkpoint programme starts after the news and weather forecast:
1. Twenty eight nations, mainly from the South Pacific Forum, have signed a petition calling on the UN to refer the future of New Caledonia to the UN Decolonisation Committee.
2. Talks on future Antartic mining have ended in Tokyo amid enviromentalist claims that the 32 nation discussions were too strong on helping miners and short on protection of the environment.
3. Interest rates are going up again, ending a downward slide that's lasted about six months.
