Clare de Lore reports that Fiji is taking a hard line against New
Zealand at the South Pacific Forum in Port Vila. It reports that the
problem lies with Fiji's racially biased constitution and New Zealand
and Australia's opposition to it. Kim Hill interviews Prime Minister,
Geoffrey Palmer who denies the rift is setting other Pacific nations
against New Zealand.
