David Lange flies to Western Samoa this Thursday proposing to toughen up on Samoan immigration to New Zealand. Lange has a delicate job ahead of him as any proposal to cut migration would cause grave problems for Samoa’s Prime Minister Tofilau Eti, who is considered to be a strong supporter of New Zealand in the Pacific. A High Court decision is forcing the Maori tribes back to square one on their fishing claims. A finding on the legal status of the Waitangi Tribunal’s Muriwhenua Report, that it has no special legal weight, effectively means that tribes must argue their case again, but this time with a higher standard of evidence.
